Stonebrae HOA – April 2026 Community Update

📣 Board Candidate Statements & Election Notice
Candidate statements have been distributed to the membership for homeowners interested in serving on the Board of Directors. Additional election details will be provided as the meeting date approaches.
The following Board positions have terms expiring in 2026:
- Yeliang Shan – CFO
- Jason Tsai – President
- Donald DePaolo – Secretary
🛠️ Community Projects & Maintenance
– Gopher Mitigation Program Approved
– The Board approved gopher mitigation services at the April Board meeting. Services will include treatment of all common areas on a weekly basis.
Landscape Enhancements Under Review
– The Board is currently reviewing proposals for the annual flower refresh and mulch replacement program.
– Waste Receptacle Replacement: Various rusted garbage cans throughout the community have been identified and will be replaced.
🏡 Architectural Approval Reminder
As the weather warms and homeowners begin exterior projects, please remember that prior approval is required for most exterior modifications.
Key reminders:
- Architectural approval is generally required for any exterior modifications, including landscaping changes, additions, or structural alterations.
- Certain minor exceptions may apply (e.g., repainting in the same color). However, notification to the Association is still required for recordkeeping purposes.
- Replacement of plants with like-for-like species from the pre-approved list may be permitted; however, prior notification to the Association and ARC Committee is still required before work begins.

🌳 Tree Maintenance & City Compliance Notice
Trees located on private property may still be subject to protection under the City of Hayward Tree Ordinance. Homeowners are responsible for ensuring compliance with all applicable regulations prior to initiating any tree-related work.
- Failure to comply may result in enforcement actions and associated costs, which will be the responsibility of the homeowner.
- The HOA manages community tree care through a structured multi-year maintenance program focused on overall tree health. As such:
- Individual requests to landscapers for trimming—particularly for view enhancement—are not permitted and will continue to be denied.
🌳 City of Hayward – Protected Tree Overview
Under the Hayward Municipal Code (Sections 10-15.14 & 10-15.20), certain trees are protected and regulated.

Key protections include:
- Size-based protection: Trees with a trunk diameter of 8 inches or greater (measured 54 inches above grade), or multi-trunk trees meeting equivalent criteria
- Protected species: Includes California Coastal Oak, Big Leaf Maple, Madrone, California Sycamore, and others once they reach 4 inches in diameter
- Designated trees: Street trees, memorial trees, and trees contributing to neighborhood character
- Replacement trees: Any tree planted as a replacement for a protected tree is also considered protected

Permit Requirements:
- A City permit is required for major pruning, removal, relocation, or any work involving branches greater than 1 inch in diameter
- Routine maintenance that does not alter the natural structure of the tree may not require a permit
- View obstruction is not considered a valid justification for trimming or removal
Important:
Failure to follow HOA and City requirements may result in fines, penalties, and/or required remediation or replacement at the homeowner’s expense.
Homeowners submitting Architectural Applications involving tree work will be notified of these requirements; however, compliance remains the sole responsibility of the homeowner.
