Stonebrae HOA – May 2026 Community Reminders
🚗 Parking Rules & Enforcement Overview
1. Overnight Parking (2:00 a.m. – 5:00 a.m.)
Parking on all Common Area streets within Stonebrae is not permitted between 2:00 a.m. and 5:00 a.m. without specific prior approval from the Association.
2. Guest Parking & Guest Passes
All guest vehicles must obtain a valid guest parking pass issued through the gatehouse prior to parking within the community.
If a guest stay will extend beyond one (1) week, residents must contact Management directly to request an extension. Extensions are reviewed and approved by the Board of Directors on a case-by-case basis.
Please ensure extension requests are submitted at least one (1) week in advance to allow adequate time for review.
3. Enforcement, Fines & Towing
Immediate Tow Conditions (No Notice Required)
Vehicles may be towed at the owner’s expense if parked:
- In fire lanes
- Within 15 feet of a fire hydrant
- Blocking entrances, exits, driveways, or emergency access routes
- In handicapped spaces without authorization
- Obstructing emergency vehicle turnaround areas
- In restricted areas or during restricted hours without authorization
Overnight Parking Enforcement (2:00 a.m. – 5:00 a.m.)
- Vehicles without a transponder or valid guest pass receive one (1) warning per month; subsequent violations may result in towing without further notice.
- Vehicles with a transponder or valid guest pass receive up to three (3) warnings per month; the fourth occurrence results in a final notice, and any further violations may result in towing without additional notice.
Fine Structure (Per Household)
- First two (2) occurrences per month: no penalty
- Third occurrence: $50 fine
- Fourth occurrence: additional $50 fine
- Fifth occurrence: towing + additional $50 fine
- Each additional occurrence: towing + additional $50 fine
4. Iona Way Parking Reminder
As previously approved by the Board (August 2025 meeting), parking along designated spaces on Iona Way is first-come, first-served.
Please note:
- Long-term vehicle storage or extended parking is not permitted
- Vehicles parked for extended periods may be subject to ticketing and/or towing in accordance with Association enforcement policies
⛳ Golf Course & Club Parking Reminders
Golf Course Access
The golf course is private property. For safety reasons, walking on the golf course and/or cart paths at any time is strictly prohibited. This applies both during and outside of active play.
Recently, there was an incident involving pedestrian access during a scheduled tournament. To ensure resident safety and uninterrupted operations, we kindly remind all residents and guests to remain off the golf course at all times.
Club Parking Lot
There has been an increase in unauthorized and overnight parking in the Club parking lot. Please note:
- The Club parking lot is private property and is not available for resident parking, particularly overnight
- Enforcement of Club rules is at the sole discretion of the Club
- Vehicles in violation may be subject to citation and/or towing based on posted signage and Club enforcement policies
The Club has requested increased monitoring of the parking area.
📣 Board of Directors – Candidate Statements & Open Seats
We are also still seeking residents who are interested in serving on the Board of Directors.
If you are interested in running for a Board position, please complete and submit your candidate statement as soon as possible.
The following Board positions have terms expiring in 2026:

- Donald DePaolo – Secretary

🏡 Architectural Approval Reminder
As exterior project season continues, please remember that prior Architectural Review Committee (ARC) approval is required for most exterior modifications.
Key reminders:
- Architectural approval is required for most exterior changes, including landscaping, structural, or material modifications
- Minor exceptions may apply (e.g., repainting in the same color), but notification to the Association is still required
- Like-for-like plant replacements from the approved list may be permitted; however, prior notification to Management and the ARC is still required before work begins

🌳 Tree Maintenance & City Compliance Notice
Trees on private property may be subject to protection under the City of Hayward Tree Ordinance. Homeowners are responsible for ensuring compliance prior to any tree-related work.
Important notes:
- The HOA maintains trees through a multi-year community-wide maintenance program
- Requests for trimming for view enhancement are not permitted
- Failure to comply may result in enforcement action and/or costs to the homeowner

📣 Board Candidate Statements & Election Notice
Candidate statements have been distributed to the membership for homeowners interested in serving on the Board of Directors. Additional election details will be provided as the meeting date approaches.

🛠️ Community Projects & Maintenance
– Gopher Mitigation Program Approved
– The Board approved gopher mitigation services at the April Board meeting. Services will include treatment of all common areas on a weekly basis.
Landscape Enhancements Under Review
– The Board is currently reviewing proposals for the annual flower refresh and mulch replacement program.
– Waste Receptacle Replacement: Various rusted garbage cans throughout the community have been identified and will be replaced.

Key reminders:
- Architectural approval is generally required for any exterior modifications, including landscaping changes, additions, or structural alterations.
- Certain minor exceptions may apply (e.g., repainting in the same color). However, notification to the Association is still required for recordkeeping purposes.
- Replacement of plants with like-for-like species from the pre-approved list may be permitted; however, prior notification to the Association and ARC Committee is still required before work begins.

🌳 Tree Maintenance & City Compliance Notice
Trees located on private property may still be subject to protection under the City of Hayward Tree Ordinance. Homeowners are responsible for ensuring compliance with all applicable regulations prior to initiating any tree-related work.
- Failure to comply may result in enforcement actions and associated costs, which will be the responsibility of the homeowner.
- The HOA manages community tree care through a structured multi-year maintenance program focused on overall tree health. As such:
- Individual requests to landscapers for trimming—particularly for view enhancement—are not permitted and will continue to be denied.
🌳 City of Hayward – Protected Tree Overview
Under the Hayward Municipal Code (Sections 10-15.14 & 10-15.20), certain trees are protected and regulated.

Key protections include:
- Size-based protection: Trees with a trunk diameter of 8 inches or greater (measured 54 inches above grade), or multi-trunk trees meeting equivalent criteria
- Protected species: Includes California Coastal Oak, Big Leaf Maple, Madrone, California Sycamore, and others once they reach 4 inches in diameter
- Designated trees: Street trees, memorial trees, and trees contributing to neighborhood character
- Replacement trees: Any tree planted as a replacement for a protected tree is also considered protected

Permit Requirements:
- A City permit is required for major pruning, removal, relocation, or any work involving branches greater than 1 inch in diameter
- Routine maintenance that does not alter the natural structure of the tree may not require a permit
- View obstruction is not considered a valid justification for trimming or removal
Important:
Failure to follow HOA and City requirements may result in fines, penalties, and/or required remediation or replacement at the homeowner’s expense.
Homeowners submitting Architectural Applications involving tree work will be notified of these requirements; however, compliance remains the sole responsibility of the homeowner.

🛠️ Community Projects & Maintenance

- Additional Speed Bumps: Installation completed March 6, 2026, enhancing neighborhood safety.
- ABC Park Playground Repairs: Surface repairs completed February 27, 2026, providing a safer play area for families.
- Tree Maintenance: The Board approved Years 2 and 3 of the community tree maintenance contract, including clearance within 15 feet of homes to support safety and fire prevention.
